What Is the 2025 HVAC Refrigerant Update About?

In 2020, the U.S. government passed the American Innovation and Manufacturing (AIM) Act. One key goal of this law is to phase out high-global-warming refrigerants in favor of newer, more eco-friendly options known as A2Ls.

Under the new EPA standards, refrigerants must have a global warming potential (GWP) of 750 or less, which A2Ls meet. To give you some perspective, the widely-used R-410A has a much higher GWP of 2,088.

Starting January 1, 2025, the Environmental Protection Agency will require all newly manufactured air conditioners and heat pumps to use A2L refrigerants. Equipment produced before that date has a one-year grace period for installation.

Why Are A2L Refrigerants Better?

You might have some concerns about switching to A2L refrigerants like R-32 and R-454B because they’re classified as “mildly flammable.” However, the flammability risk is extremely low.

That’s because:

  • A2Ls are difficult to ignite.
  • They need to reach very high concentrations to pose any fire risk.
  • A2Ls release less energy if they burn, thanks to their lower heat of combustion (HOC).
  • Even in the rare event of ignition, the flames spread very slowly.
